I can't seem to get these smallmouths to bite?

I've been wading this creek for a while, it's full of smallmouths but the only one who wanna bite are under a pound. I've tried every soft plastic under the sun, poppers, jerks, swimmbaits and crankbaits, they just don't seem to want to bite anymore. I change my retrieval, and I never use the same thing twice. There have been alot of people there lately driving 4-wheelers and stuff around and shooting in the water, I don't know if that has anything to do with it or what, cause I can catch them anywhere else. Any suggestions?
