Learning car or using bike?

I live in Chennai, India. Very accident prone place. I am constantly worried about my husband and my safety, as we use a two wheeler (bike), which is accident prone. My husband doesn't know much of car driving and we don't have a car. But I know he'll be a good learner if he wants to learn car driving. But I am worried how it will be till he masters car driving. Is it better to use the bike, which he knows well to drive? Or is it better to learn car driving?? How do people manage on the road until they master car driving? I know that every art begins with learning phase, but I am very concerned considering the traffic in the city and probability of accidents. What do you guys think?
