About driving at night?

do we relly need to switch on the headlights while driving at nights in a street lit by street lights. i think i can drive better without ,as the powerful headlights of the cars and even the two wheelers are blinding me.so i have to drive carefully and slowly as the pedesterians are not visible.this happens both in single lane and double lane roads.may be we can switch it on in dark lanes.
