DNR Regulation question?

a 13 year old guy can ride snowmobiles of any size WHEREVER allowed. There is not place a 40 year old can drive that a 13 year old cant. My question is why can a 13 year old drive snowmobile, but you need to be 16 years old for a 4 wheeler. Snowmobiles are faster, more dangerous. I dont understand why this is
