What does the short lever do on a Suzuki 185 4-wheeler?

Our camp has one of these. Not sure what year it is, mid 80's I'd guess. The lever on the left is a brake. The one on the right is much shorter, and all it seems to do is kill the engine. Any help would be great. Thanks.
